Summary
From 3 June to 1 November 2002, engineering-environment Management, Inc., (e2M), under contract with Kirtland Air Force Base conducted a Section 110 Cultural Resources Investigation of 6,000 acres of US Forest Service lands withdrawn to Kirtland Air Force Base (4,850 ac) and the Department of Energy (1,150 ac) located in the Manzanita Mountains of New Mexico.
There are nine previously recorded sites in the project area. The New Mexico State Historic Preservation Office determined that two of these sites are not eligible. The remaining seven sites require subsurface testing to determine eligibility, which was not a part of this contract, so the status of these sites remains the same. Fifty-one new sites were located in the field and evaluated for eligibility to the National Register of Historic Places (NRHP). Forty-eight of these sites are single component resources, five of which contain information important for prehistory and thus appear to be eligible for National Register listing. An additional 39 sites require subsurface testing before determining NRHP eligibility and five sites lack sufficient integrity to be considered eligible. Of the three multicomponent sites, the historic structure at AR-03-03-05-482 (Manzano Lookout Tower) and the prehistoric rock shelter at AR-03-03-05-503 appear to be eligible. The eligibility of the remaining prehistoric components at AR-03-03-05-482 and AR-03-03-05-503 are undetermined and require subsurface testing. Finally, the historic component at AR-03-03-05-503 and AR-03-03-05-504 are not considered eligible.
The geomorphic component of this study suggests that site discoverability in the area may be more a function of site visibility due to geomorphic processes than an indication of cultural preference. Areas suspected to contain hidden or buried cultural deposits should be subjected to subsurface testing to ensure that all culturally significant resources are identified and managed properly before a cultural resource clearance is granted.
