Evaluation for National Register of Historic Places Eligibility of Five Sandia National Laboratory Buildings, Kirtland Air Force Base, New Mexico

Author(s): Steven R. Hoagland

Year: 1993

Summary

A National Register of Historic Places evaluation has been conducted for Sandia National Laboratory (SNL) Buildings 824, 828, 834, 838, and 839. This evaluation is the second phase completed in response to a New Mexico State Historic Preservation Officer (SHPO) reply (Lynne Sebastian, letter of 7 /12/91 to Albert Chernoff) that questioned the significance of these and two other early laboratory buildings (814 and 815). The eligibility of Buildings 814, 815, and their potential for inclusion into a historic district with Buildings 824, 828, 834, 838, and 839 has previously been evaluated (Hoagland 1991). The State Historic Preservation Office (SHPO) concurred that Buildings 814 and 815 were not eligible to the National Register individually nor as part of a district with the five buildings being evaluated within this document (Thomas W. Merlan, letter of 12/20/1991 to Kathleen A. Carlson).

The assessment of these five structures suggest that they are also not eligible for inclusion onto the National Register under any of the four Criteria, nor under criterion consideration G. These five buildings are, therefore, no longer thought to be significant, as potential important information has been recovered and preserved through the existing recordation and Sandia National Laboratory (SNL) archival documentation.

These buildings, in their current condition, constitute an environmental safety burden, and would require extensive and costly modifications to meet modern standards for health and safety. Therefore, based on their assumed lack of National Register eligibility, and the unsuitable nature of these structures, it is recommended that a determination of no effect be requested from the Department of Energy and the State Historic Preservation Office (SHPO) for the proposed razing of Sandia National Laboratory (SNL) Buildings 824, 828, 834, 838, and 839.
