Summary
Beginning in January 2003, engineering-environment Management, Inc., (e2M), under contract with Kirtland Air Force Base, conducted a Section 110 cultural resources investigation of 6,654 acres of United States Forest Service (USFS) lands withdrawn to Kirtland Air Force Base (4,824 acres) and the Department of Energy (1,830 acres) located in the Manzanita Mountains of New Mexico (DACA45-03-D-0005). The primary objectives of the survey were to revisit and update previously recorded archaeological sites that were determined to be eligible or which have not received an eligibility determination, locate any undocumented sites that may be present, and provide recommendations of eligibility to the National Register of Historic Places (NRHP). There are 54 previously recorded sites in the project area. The State Historic Preservation Office (SHPO) determined that four of these sites are eligible to the NRHP, seven are not eligible, and 16 require subsurface testing or additional research to determine eligibility. We argue that the non eligibility status of AR 292 is incorrect and should be considered undetermined pending further subsurface investigation. The remaining 28 sites have not been evaluated by the SHPO. Eighty-eight new sites were located in the field and evaluated for eligibility to the National Register. Seventeen of the 88 newly located sites are single-component resources, 11 of which contain important prehistoric and historic information and thus appear to be eligible for National Register listing. An additional 48 of the new sites require subsurface testing or further archival research before determining NRHP eligibility, and 26 new sites lack sufficient integrity to be considered eligible. The survey also found five newly recorded multicomponent sites. The eligibility of these multicomponent sites is in question; additional archival research is recommended for the historic mineshaft at AR-03-03-05-673/LA 142165, and subsurface testing is required for the prehistoric components at four of the multicomponent sites.
