Summary
This report presents the results of a historic property identification and assessment of effects for the proposed modifications of static rocket Test Stand 1-A (TS1-A). The TSl-A is a rocket test stand located within the Phillips Laboratory area at Edwards Air Force Base.
No new construction will be undertaken for this effort. The work consists entirely of cleanup, refurbishment, and tie-in to existing facilities and equipment installations. This location is very cost-effective due to upgrades made by previous test programs. The archival search and field inventory, conducted in January 1993, indicate that TSl-A may qualify as a historic property under Criterion A of the National Register of Historic Places as a contributing element to the "Man in Space" National Historical Landmark theme. The effect of the proposed undertaking on those qualities which may deem TSl-A a historic property were assessed and the proposed modifications could result in an "additive" effect, supporting the "Man in Space" theme. The proposed renovation/refurbishment will not adversely affect any known historic properties.
This report will be used to initiate the Base's consultation requirements under Section 106 of the National Historic Preservation Act of 1966, as amended; 36 Code of Federal Regulations Part 800 Protection of Historic Properties; and Air Force Regulation 126-7, Historic Preservation.
