Summary

Reliant Energy, Inc. (Reliant) is planning to construct an evaporation pond just to the east of evaporation ponds recently completed for the Desert Basin Power Plant. The U.S. Army Corps of Engineers (COE) has purview over the "jurisdictional waters of the United States" on the proposed evaporation pond site, and construction of the ponds will require a permit from the COE under Section 404 of the Clean Water Act. The COE must comply with Section 106 of the National Historic Preservation Act in reviewing Section 404 permit applications. Reliant retained URS to conduct a cultural resource survey to determine whether construction of the pond would affect any significant archaeological or historic resources. This survey report is intended to support COE compliance with Section 106.
