The State Historic Preservation Office (SHPO) staff determined that the proposed construction of parking lots in the Duplex Housing at Randolph Air Force Base would be an "adverse effect" and a Memorandum of Agreement would be required. Because of the difference of opinion on this determination between Randolph Air Force Base and SHPO, Randolph has decided to exercise their option to go directly to the Advisory Council on Historic Preservation (Denver) for a second opinion.
