Summary

From December 5, 1994 to January 12, 1995, Archaeological Research Services, Inc. (ARS) performed a Class III (Intensive Field Inventory) cultural resources survey within a 200 ft wide corridor along State Route 88 (SR 88) between mileposts 213.4 and 242 in the northern Superstition Mountains on Tonto National Forest (TNF) lands. The Arizona Department of Transportation (ADOT) requested the survey in anticipation of planned maintenance activities. This project was completed under the conditions and authority of TNF special use permit #2025- 16 issued to ARS on 12/13/93, and through ADOT contract 94-01 with ARS (TRACS H364901L Statewide, On-Call Archaeological Investigations).

The 28.6 mile long survey corridor parallels the Salt River between Tortilla Flat and Theodore Roosevelt Dam in Maricopa County, Arizona, and encompasses approximately 666 acres. It crosses portions of Section 12 of Township 2 North, Range 9 East; Sections 1, 4, 5, 7, 8, 9, 10, 11, and 12 of Township 2 North, Range 10 East; Sections 6 and 7 of Township 2 North, Range 11 East; Sections 2, 11, 14, 22, 23, 27, 28, 32, and 33 of Township 3 North, Range 11 East; and Sections 19, 25, 30, 35, and 36 of Township 4 North, Range 11 East (USGS 7.5', Mormon Flat Dam, Ariz.; Horse Mesa Dam, Ariz.; Pinyon Mountain, Ariz.; and Theodore Roosevelt Dam, Ariz.). Excluding the road surface and portions considered too dangerous to survey, approximately 560 acres were actually surveyed. The purpose of this project was to locate and record any cultural resources that could be disturbed as a result of the proposed undertaking. Descriptions, evaluations, and management recommendations are provided for the cultural resources encountered.

As a result of the survey, a total of 45 archaeological sites (15 previously recorded, 30 newly recorded) and 99 isolated features and/or artifact occurrences were located. Fifteen of these sites are prehistoric/protohistoric, twenty date to the late historic period, and ten contain both prehistoric/protohistoric and historic remains. All but four of the 45 sites are listed or considered in the opinion of ARS to be eligible and/or potentially eligible to the National Register of Historic Places, and should be avoided during the proposed ADOT maintenance activities. If avoidance and protection is not possible, archaeological testing and/or data recovery procedures (supplemented as necessary with historical research) should be employed to make final determinations of National Register eligibility, and to recover and report all National Register-quality data values from these sites.
