Summary

The  COP  intends  to  construct a  10-ft-wide  asphaltic  multi-use  path  (MUP)  and  two grade-separation  structures  between  the  Arizona  Canal  and  the  Arizona  Canal Diversion Channel (ACDC) to segregate pedestrian and bicycle traffic from vehicular traffic  at  the  intersection  of 51st  Avenue  and  Cactus  Road  in  the  west  portion  of Phoenix,  and the east portion of Glendale, Maricopa County, Arizona (Figure  1).  At the  COP’s  request,  EcoPlan  Associates,  Inc.  conducted  a  class  I  cultural  resource records review and view shed analysis of the  entire project’s area of potential effect (APE)  and  a  buffer  of  approximately  one  mile.  EcoPlan  was  not  tasked  with conducting  an  intensive  pedestrian  investigation;  the  COP  archaeologist determined that  survey  is  not  necessary  because  the  entire  project  area  is  developed  and  no  ground surface is visible. The  1,280-ft-long,  10-ft-wide  MUP  will  be  constructed  between  the  Arizona  Canal and the ACDC between 25  ft and 65  ft north of the Arizona Canal’s  northern bank, away  from  direct  contact  with  the  structure.  It  will  begin  approximately  360 ft northwest  of  Cactus  Road,  and  terminate  approximately  400  ft  southeast  of  51st Avenue.  Segregation  of pedestrian  and  bicycle  traffic  from  vehicular traffic  will  be accomplished  by  constructing  two  segments  of  the  MUP  below-grade,  allowing pedestrians and bicyclists to bypass both 51st Avenue and Cactus Road. Below-grade  segments  will  be  constructed  of  10-ft-wide  by  10-ft-high  reinforced box  sections.  Transitions  between  at-grade  segments  and  below-grade underpasses will by constructed using U-shaped channels.
