Summary

This document presents a National Register of Historic Places (NRHP) eligibility testing and Native American Consultation plan for the proposed White Peak Ranch development in northwest Maricopa County, Arizona. Vistancia, L.L.C. is planning a 3825-acre housing development in the White Peak Ranch parcel. A cultural resources survey identified 16 archaeological sites within the proposed development (Hasbargen 2003). Although the project is located on private land, the proposed development will impact jurisdictional waters claimed by the United States Army Corps of Engineers. Consequently, Vistancia, L.L.C. is required to comply with Section 404 of the Clean Water Act and Section 106 of the National Historic Preservation Act.

Three prehistoric sites, AZ T:3:128 (ASM), AZ T:3:281 (ASM), and AZ T:3:283 (ASM), were recommended as eligible under Criterion D for the NRHP. At the request of the Army Corps of Engineers (Corps), this NRHP eligibility testing plan was prepared. The testing will adhere to the guidelines established by the Arizona State Historic Preservation Office (SHPO) (Bilsbarrow 2003). Test units will be excavated at the sites to determine the presence of subsurface cultural materials and whether the sites hold important and new scientific data (criterion D) that would warrant their listing in the NRHP. Additionally, a plan for consultation with interested Native American communities regarding Isolated Find (IF) 90, a small boulder with an anthropomorphic petroglyph, is presented.
