Summary
SWCA Environmental Services (SWCA) was contracted by the National Farm Workers Services Center, Inc. (NFWSC) to conduct archaeological testing for canals and related features in Phoenix, Maricopa County, Arizona. NFWSC is proposing to construct senior housing on the property. The City of Phoenix (COP) Archaeology Office recommended that testing be conducted prior to any ground disturbance due to the presence of three prehistoric canal segments on the property. No sites have been previously recorded within the project area. In addition, the Roeser Senior Housing project was awarded funding from the U.S. Department of Housing and Urban Development (HUD). Because HUD is a federal agency, this project is subject to the National Environmental Policy Act (NEPA) and Section 106 of the National Historic Preservation Act (NHPA). An environmental assessment of the project was prepared by HUD which resulted in a finding of no significant impact to cultural resources if testing for canals and related features, and data recovery, if necessary, was performed prior to the proposed construction.
SWCA conducted archaeological testing from August 23-26, 2010. Testing was conducted because of the project’s proximity to known prehistoric canal segment locations, but no canal remnants were identified. Six prehistoric features were identified during testing in the northern portion of the project area and designated AZ T:12:413 (ASM). One isolated prehistoric feature was identified in the southern portion of the site. Site AZ T:12:413 (ASM) is recommended eligible for listing on the National Register of Historic Places (NRHP) under Criterion D, the ability to provide important information about the past. Data recovery is necessary prior to any ground-disturbing activities.
