Summary
Monte Vista Apartments LLC plans to construct two four-unit apartment buildings on adjacent, privately owned vacant parcels. The Phoenix city archaeologist reviewed the application for a building permit to ensure that the proposed development was compatible with goals of the Phoenix General Plan (City of Phoenix 2001:245-248) for preserving the history, culture, and character of the city. The review determined that the project is within the mapped limits of a prehistoric archeological site known as Leo’s Site [Phoenix 3:8(GP)]. The site, which has been interpreted as the remnants of a prehistoric Hohokam village, was recorded decades ago and has been masked by subsequent development. The Phoenix city archaeologist concluded that construction of the proposed buildings could disturb or destroy any archaeological deposits that are present. Pursuant to the Phoenix General Plan, the Phoenix city archaeologist recommended that the project area be archaeologically tested prior to construction, and that measures be implemented to avoid, reduce, or mitigate impacts that the proposed development would have on any significant archaeological resources.
Human remains and funerary objects are associated with some prehistoric archaeological sites in the Salt River Valley, particularly in village sites, such as Leo’s Site. The Arizona Burial Law (Arizona Revised Statutes 41-865) requires that anyone discovering human remains and funerary objects on private lands protect such remains in place and notify the director of the Arizona State Museum, who is required to consult with affiliated tribes and determine appropriate treatment within 10 days.
Monte Vista Apartments LLC retained LJRS Corporation to conduct the testing recommended by the Phoenix city archaeologist to determine whether significant archaeological resources or human burials and funerary objects are present within the project area. This document describes the project area and its environmental and cultural history context, summarizes prior relevant research conducted in the vicinity, presents the research questions that guided the field investigations and analysis, and documents the results of the archaeological testing.
