Summary
The City of Phoenix proposes to construct a fire station in the northeastern comer of the Sky Harbor Airport to provide service to the airport as well as the surrounding neighborhood. While the fire station would be operated by the City of Phoenix Fire Department, the City of Phoenix Aviation Department would finance construction of the facility using airport users’ fees. Because the U.S. Department of Transportation Federal Aviation Administration (FAA) has oversight over Sky Harbor Airport, this project is considered a federal undertaking. Therefore, FAA must comply with a series of federal statutes, including Section 106 of the National Historic Preservation Act (NHPA), Native American Graves Protection and Repatriation Act, Archaeological Resource Protection Act, and Section 4(f) of the U.S. Department of Transportation Act. Because the City owns the project site, the City also must comply with the Arizona Antiquities Act.
Test excavations were conducted from 26 to 29 March 2001. Judson Joel White directed the fieldwork and was assisted by crewmembers Sharon Bauer, Sebastian Chamorro, and Laura Ramos. Bruce Phillips served as geomorphological consultant. Dr. A.E. (Gene) Rogge served as principal investigator. A total of 16 person-days were devoted to the fieldwork. The work was conducted under the terms of Arizona Antiquities Act Blanket Survey Permit 2001-28bl.
This report provides preliminary documentation of the testing results. Three Hohokam canals were discovered and are described. This report also presents a research plan for recovering additional data to mitigate adverse impacts of the proposed fire station construction.
