Summary

Alaska Railroad Corporation was realigning its tracks across Elmendorf Air Force Base and Fort Richardson for ten miles between Anchorage and Eagle River, Alaska. The project was meant to shorten transit time and increase operational safety by straightening the alignment and upgrading the railbed. The Federal Railroad Administration funded this undertaking, but because numerous federal agencies were involved, the Bureau of Land Management had been designated lead-federal-agency for National Historic Preservation Act Section 106 compliance with Advisory Council on Historic Preservation implementing regulations at 36 CFR 800. A historic properties survey was conducted during which the entire length of the realignment was physically examined. The results of that examination are reported from south to north in the Narrative section of this report.

Paleontology was included in the scope of work for the cultural resources survey, but is outside the purview of the National Historic Preservation Act. This report concludes that paleontological materials are not a significant resource to additionally pursue during construction. No construction monitoring or additional action regarding paleontological resources is recommended.
