Summary
The PMGAA proposes to develop a portion of the Phoenix-Mesa Gateway Airport (Airport) for an airline service center. This proposed development would affect Locus 2 of site AZ U:10:69(ASM), a National Register of Historic Places (NRHP)–listed archaeological site. The Airport is located at the former Williams Air Force Base in Mesa, Maricopa County, Arizona. The PMGAA manages historic properties within the Airport in accordance with a Programmatic Agreement established in 1995 between the U.S. Air Force, State Historic Preservation Office, Advisory Council on Historic Preservation, and concurring parties, which included the Gila River Indian Community, Salt River Pima-Maricopa Indian Community, Ak-Chin Indian Community, Tohono O’odham Nation, Hopi Tribe, Arizona State University, Maricopa Community College District, Salt River Project, Bureau of Land Management, and PMGAA. The PMGAA retained SWCA Environmental Consultants (SWCA) to develop and implement archaeological data recovery prior to the proposed development. Land owned by the PMGAA is considered State Land with respect to the Arizona Antiquities Act. Archaeological data recovery within a known site on State Land is subject to an Arizona Antiquities Act project-specific permit pursuant to Arizona Revised Statutes § 41-841 et seq.
Locus 2 was previously excavated to identify subsurface archaeological features (Phase I) by Dames and Moore in 1997 and 1999 (Bauer et al. 2000; Hill and Bruder 2000; Vargas and Bruder 1997). The locus was determined to be outside of the proposed runway improvements at the time, so the identified features were not subjected to further excavation (i.e., Phase II data recovery). SWCA conducted Phase II data recovery, following the approved Phase II Data Recovery Plan (Vorsanger 2022), and guided by the results of previous Dames and Moore Phase I testing projects and the geomorphology of the project area.
