Alternative Management Plan for the BOMARC Complex McGuire BOMARC-SAGE Historic District.

Summary

The U.S. Air Force Civil Engineer Center contracted Heritage Stewardship Group, a U.S. Department of Agriculture Forest Service Enterprise Business Unit, to complete an analysis of management alternatives for the McGuire Boeing Michigan Aeronautical Research Center (BOMARC) complex at Joint Base McGuire-Dix-Lakehurst, New Hanover Township, Burlington County, New Jersey. The investigation was completed in accordance with Section 110 of National Historic Preservation Act (NHPA) and the New Jersey Historic Preservation Office (NJHPO) guidelines for architectural history survey.

The BOMARC Complex is eligible for listing in the National Register of Historic Places under Criteria A and C and is nationally significant under the areas of architecture and history. The discontiguous McGuire BOMARC-Semi-Automatic Ground Environment (SAGE) Historic District (MBSHD) located within New Hanover Township, Burlington County and Plumsted Township, Ocean County, New Jersey. The historic district is spread across a total of 117 acres and includes the SAGE Complex, Building 1506 (the Communications Transmitter Building), BOMARC Acquisition and Control Towers, and the BOMARC Complex.

The plan summarizes the historic context, important character-defining features, and significance; provides an assessment of current conditions; outlines a treatment process that meets the Secretary of the Interior’s standards and identifies and analyzes six management options: no action, preservation, partial decommission/disposal, full decommission/disposal, interpretation, and conveyance. The no action, partial decommission/disposal, and full decommission/disposal options were identified as an adverse effect to the BOMARC Complex. Conveyance was identified as an option with a potential for adverse effect if the receipt did not intend to preserve the property. The repairs for adaptive reuse option was identified as a potential adverse effect. The report recommends consultation with a historic architect to identify alterations to avoid or minimize adverse effects to character-defining features of the BOMARC Complex. The report summarized recommended mitigation measures if an adverse effect to the building was unavoidable such as HABS documentation, creation of an ArcGIS Story Map and website for the general public, development of an oral history project, and installation of interpretative signage.
