Summary
On behalf of the U.S. Air Force Civil Engineer Center, the General Services Administration contracted Oneida Total Integrated Enterprises (OTIE) and Cardno GS, Inc. to complete an analysis of management alternatives for the proposed demolition of Building 1506, a contributing element of the McGuire Boeing Michigan Aeronautical Research Center (BOMARC)-Semi-Automatic Ground Environment (SAGE) Historic District (MBSHD) at Joint Base McGuire-Dix-Lakehurst, New Hanover Township, Burlington County, New Jersey. The investigation was completed in accordance with Section 106 of National Historic Preservation Act (NHPA) and the New Jersey Historic Preservation Office (NJHPO) guidelines for architectural history survey.
Building 1506 is a contributing element of the discontiguous MBSHD located within New Hanover Township, Burlington County and Plumsted Township, Ocean County, New Jersey. The historic district is spread across a total of 117 acres and includes the SAGE Complex, Building 1506 (the Communications Transmitter Building), BOMARC Acquisition and Control Towers, and the BOMARC Complex.
The plan summarizes the historic context for Building 1506 and identifies and analyzes two management options: repairs for adaptive reuse and demolition. The demolition option was identified as an adverse effect to the building. The repairs for adaptive reuse option was identified as a potential adverse effect. The report recommended consultation with a historic architect to identify alterations to avoid or minimize adverse effects to character-defining features of Building 1506. The report summarized recommended mitigation measures if an adverse effect to the building was unavoidable such as HABS documentation, creation of an ArcGIS Story Map and website for the general public, development of an oral history project, and installation of interpretative signage.
