UP is seeking authority from the Board to construct and operate approximately 6.0 miles of new rail line in Maricopa County, Arizona (Docket No. FD 36501). The proposed rail line would connect UP’s Phoenix Subdivision main line track to industrial properties southeast of the Phoenix-Mesa Gateway Airport via a single-track rail line accompanied by segments of support track. UP also proposes to construct and operate approximately 4.0 miles of new support track along the main line between Power Road and Ellsworth Road. This project is referred to as the PIRATE project.
The purpose of the PIRATE rail line is to meet the transportation and logistics needs of existing and future manufacturing businesses within the Pecos Advanced Manufacturing Zone and adjacent areas. The Board’s Office of Environmental Analysis (OEA) identified two reasonable alternatives (Alternatives 1 and 2) that meet the purpose and need for the PIRATE rail line. Alternatives 1 and 2 include new support track along the Phoenix Subdivision main line track and a shared alignment between the new wye connection at the main line and Ellsworth Road. East of Ellsworth Road, Alternative 1 continues directly east while Alternative 2 follows an east-west alignment about 0.25 mile south of Alternative 1.
