Summary
After the passage of what is known as the Reclamation Act, approved June 17, 1902, the people of Salt River Valley made very earnest efforts to induce the Secretary of the Interior to authorize the construction of the Salt River Project. They were successful in these efforts and the project was tentatively authorized by the Secretary on March 12, 1903.
It was early decided by the Interior Department that in cases where the lands, that would receive the benefit of the proposed project, were largely in private ownership, it would be necessary to organize an association of the water users in order to facilitate the business dealings between the Government and the individual farmers. Such an organization was effected by the farmers of the Salt River Valley after a very heated campaign, by the adoption of the Articles of Incorporation, February 4, 1903, under the name of the Salt River Valley Water Users Association. This association was the first organization of its kind in the country, and similar associations of later organization have copied from its articles more or less freely. Because of the importance thus accorded to these articles they are herewith given.
