Summary

The cultural resource assessment of prehistoric and historic resources for Lackland Air Force Base and the Lackland Air Force Base Training Annex, Bexar County, Texas, was conducted during the week of August 16-20, 1993. The assessment was part of a cultural resource archeological baseline survey requested by Headquarters Air Education and Training Command. The assessment included an archeological assessment of the base and the training annex and the identification of buildings and structures built between 1938 and 1950. The base contains 1,113.70 hectares (2,752 acres), and the annex contains 1,607.42 hectares (3,972 acres). The archeological assessment indicated that the base had a moderate potential for archeological resources along Leon Creek. The remainder of the main base has been high disturbed by the construction of base facilities. The archeological assessment of the annex indicated a high potential for archeological resources. A U.S. Army Corps of Engineer overview of the annex identified several potential prehistoric and historic archeological site locations. In addition to the archeological sites, the overview also indicated the presence of paleontological sites within the annex boundaries. The present assessment documented two of these locations: one site (41BX1001), located along Medio Creek, contained an Early Archaic component while the second site (41BX1002), also along Medio Creek contained and Archaic component and a historic late 19th and early 20th century homestead. Several areas within the annex have been disturbed by military related construction activities. It is recommended that the undisturbed areas within the base and the annex need a full scale archeological reconnaissance survey to determine the nature and extent of the archeological resources as well as to evaluate these resources for their National Register of Historic Places' potential. During the course of the assessment, 31 permanent facilities, 23 semi-permanent, 133 temporary facilities, and 28 auxiliary facilities were identified as having been constructed between 1938 and 1950. It is recommended that an architectural and historic inventory and evaluation be conducted for the permanent and semi-permanent facilities located on Lackland Air Force Base. The auxiliary facilities will also be considered in the evaluation of the base's architectural resources. A National Memorandum of Agreement between the U. S. Air Force, National Council of State Historic Preservation Offices, and the Advisory Council on Historic Preservation has been completed for the World War II temporary buildings and no further investigations for these facilities are required. The inventory and evaluation project should also include the development of a Cultural Resource Management Plan, National Register of Historic Places nomination, and Programmatic Agreement for the 54 architectural resources identified from the base's Real Property Inventory records.
