This pamphlet provides a basic understanding for qualified program managers, technical and procurements staffs in DoD with set guidelines for whole-building recycling, and reuse of historic materials. The pamphlet is meant to be used as a supplement to the Procurement Guidelines booklet. The new guidelines will provide information that will assisted in DoD installations Planning, Programming, Budgeting, and Execution process.
