Semi-Annual Technical Report, 33 Archaeological Surveys at Forestry Activity Areas, Fort A.P. Hill, Caroline County, Virginia

Summary

The Fort A.P. Hill Cultural Resource Manager, under the Environmental Division of the Directorate of Public Works within Fort A.P. Hill, Virginia, completed Phase I archaeological survey in association with proposed forestry activities in 33 forestry blocks located in Training Areas 2, 3, 4, 5, 6, 7, 8, 12, 15, 25, and 30; Controlled Access Areas 18, 19, and 20; the Wildlife Refuge; and Range 71A, Fort A.P. Hill, Caroline County, Virginia. The proposed forestry activities included two hardwood selection cuts (Blocks 05A06HS and 06A06HS), one pine selection cut (Block WRA06PS), one pre-commercial thinning (Block CA19A08PC), two pine shelterwood cuts (Blocks WRA06PW and WRB06PW), 12 pine thinnings (Blocks 02A07TH, 02B07TH, 02C07TH, 02D07TH, 03A07TH, 03B07TH, 04A07TH, 05E07TH, 06C07TH, 06D07TH, 06E07TH, and 06F07TH), three crop tree release cuts (Blocks 25A08CT, 25B08CT, and 25C08CT), two salvage cuts (Range 71A Salvage and Jackson Camp Salvage), two clearcuts (Camp Connors Tree Clearing and Drop Zone Tree Clearing), and eight prescribed burns (Burns 12-A-FY08, 12-B-FY08, 15-E-FY08, 18-B-FY08, 21-A-FY08, 21-B-FY08, CA18 A-FY08, and CA20-A-FY08). The Project Area consists of approximately 984 hectares (2,432 acres) of forestland, divided between two Virginia Department of Historic Resources file numbers (2007-0417 and 2008-0110). Areas included in VDHR File Number 2007-0417 consist of seven forestry areas covering 83.25 hectares (205.7 acres). Areas included in VDHR File Number 2008-0110 consist of 26 forestry areas covering 900.9 hectares (2226.2 acres).

The objective of the archaeological survey was to identify any historic properties that may be located within the proposed forestry blocks and evaluate the potential eligibility of any such resources for inclusion in the National Register of Historic Places. Five previously recorded archaeological sites (44CE0301, 44CE0470, 44CE0473, 44CE0482, and 44CE0483) and 11 previously unrecorded archaeological sites (44CE0565, 44CE0566, 44CE0567, 44CE0568, 44CE0569, 44CE0570, 44CE0571, 44CE0572, 44CE0574, 44CE0578, and 44CE0579) were identified within the Project Area.

Four sites are recommended not eligible for inclusion in the National Register of Historic Places and 12 sites are recommended potentially eligible for inclusion in the National Register of Historic Places. Site 44CE0567 was identified outside of the Project Area. While sites 44CE0470, 44CE0482, 44CE0483, 44CE0565, 44CE0566, 44CE0568, and 44CE0569 will be flagged and avoided during proposed forestry activities, none of the remaining archaeological sites will be avoided during the proposed activities.
