Summary
The City of Mesa, in conjunction with ADOT and FHWA, is preparing an Environmental Determination Report for the improvement of the Intelligent Transportation System (ITS) infrastructure. The project will be located within the City of Mesa's right-of-way (ROW) along Broadway Road. Because the project is federally funded, ITS Engineers and Constructors, Inc. on behalf of the City of Mesa, requested that Logan Simpson Design Inc. (LSD) perform a cultural resources evaluation of the project area and surrounding one-mile radius in order to comply with Section 106 of the National Historic Preservation Act. LSD performed a Class I records check instead of a pedestrian survey because the project area has been so heavily disturbed by residential, commercial and agricultural development that finding prehistoric remains was not anticipated, and the previous surveys provide adequate information on the type and nature of existing sites to evaluate the potential effect of the project.
The improvements will include installation of conduit, fiber optic cable, loop detectors, pull boxes, and communication devices along approximately seven miles of Broadway Road. The location of the main conduit will be determined based on existing utilities. The main conduit line will run east-west on one side of the street or the other, and several conduit crossings will connect the north and south sides to control cabinets and existing conduit lines. The exact locations of conduit crossings have not been determined. Conduit will be installed using a combination of trenching and directional boring methods to a depth of approximately 4 feet. No new ROW or temporary construction easements will be required.
Adjacent land is primarily privately owned and consist of commercial and residential development. The 140-foot-wide by 7-mile-long area of potential effect (APE), encompassing 118.8 acres, is located within the City of Mesa ROW. The main conduit will be located on one side of Broadway Road, but at several locations the construction will occur on both sides of the ROW.
