Archaeological Survey of the Lower Tijeras Arroyo and Arroyo del Coyote, Kirtland Air Force Base Bernalillo County New Mexico

Summary

From 22 January 2013 to 24 May 2013, HDR, Inc., conducted a Section 110 cultural resources investigation on Department of Defense land located within Kirtland Air Force Base, New Mexico. The cultural resources survey involved 100% coverage of all areas not covered by roads, buildings, parking lots or areas containing artificial fill, areas of obvious disturbance, and fenced areas containing hazardous material or requiring high level security clearance. Areas of land disturbance and security access issues abound within the study area. The total project site area was 5,000 ac.

Evaluation of the 20 new sites recorded indicates that nine should be considered eligible to the National Register of Historic Places and seven are not eligible to the National Register of Historic Places. Most of the sites recommended not eligible are within areas utilized prehistorically to obtain lithic raw materials from the exposures of ancient Rio Grande alluvium along the bluff edges of Tijeras Arroyo or consist of eroded deposits that lack site preservation and contained low artifact inventories. One of the non eligible sites is within an area used historically as a dump. There are four prehistoric sites where subsurface testing is recommended to fully determine if there are buried cultural deposits.

Among the 55 previously recorded sites (including those that were combined) there are 22 sites considered eligible to the National Register of Historic Places. To date, the State Historic Preservation Office (SHPO) has concurred with nine of these recommendations. The other 13 sites judged eligible are waiting for a State Historic Preservation Office (SHPO) evaluation and concurrence. Based on our evaluation of the 55 sites competed in this project, we challenge the assignments for eight sites judged eligible. Three of the eight sites should be tested to verify the presence of buried cultural deposits (LA 131740, LA 134609, and LA 134612). We also disagree with five sites that currently are considered eligible to the National Register of Historic Places and argue that they do warrant protection (LA 38140, LA 38141, LA 131738, LA 131742, and LA 134607). In these cases we argue that previous judgments were made on false information or on data we could not verify in the field.
