Analysis of Management Alternatives. Hangars 5 & 6. Joint Base McGuire-Dix-Lakehurst. Revised Draft.

Summary

On behalf of the U.S. Air Force Civil Engineer Center, the General Services Administration contracted Oneida Total Integrated Enterprises (OTIE) and Cardno GS, Inc. to complete an analysis of management alternatives for the proposed demolition of Building 194 (Hangar 5) and Building 195 (Hangar 6), contributing elements of the Lighter-Than-Air Historic District at Joint Base McGuire-Dix-Lakehurst (JB MDL), Lakehurst Borough and Jackson and Manchester Townships, Ocean County, New Jersey. The investigation was completed in accordance with Section 106 of National Historic Preservation Act (NHPA) and the New Jersey Historic Preservation Office (NJHPO) guidelines for architectural history survey.

The plan summarizes the historic context for Hangar 5 and Hangar 6 and identifies and analyzes three management options: mothballing, repairs for adaptive reuse, and demolition. The demolition option was identified as an adverse effect to the hangars. The repairs for adaptive reuse option was identified as a potential adverse effect. The report recommended consultation with a historic architect to identify alterations to avoid or minimize adverse effects to character-defining features of Hangars 5 and 6. The report summarized recommended mitigation measures if an adverse effect to the hangars was unavoidable such as laser scanning to create two-dimensional and three-dimensional exterior and interior models, HABS documentation, Matterport camera documentation, creation of a website for the general public, and installation of interpretative signage.
