Summary
TThe Southern California Edison Company Santa Aria River Hydroelectric System, which is located within the Area of Potential Effects of the Seven Oaks Dam Project, has been determined eligible for listing in the National Register of Historic Places by the U.S. Army Corps of Engineers (Corps), in consultation with the State Historic Preservation Officer. Powerhouse No. 1 of this system is located outside the project area and will suffer no direct impacts. Powerhouse No. 2 is located at 2,350–2,520 feet AMSL, which is below the estimated 100-year depth of sediment elevation. Therefore, the powerhouse will be subject to burial due to sediment accumulation over the life of the project. Powerhouse No. 3 will not be directly affected by the project. The transmission lines and the aqueduct system will be relocated and other associated historic elements may be destroyed. These project effects are considered to be adverse, and mitigation measures were required.
Mitigation measures include documentation of the system in accordance with the National Park Service standards for the Historic American Engineering Record (HAER). In addition, selected features of the historic hydroelectric system will be salvaged and removed to an appropriate site for curation. The selection of the features shall be done by the Corps in consultation with the Southern California Edison Company and the State Historic Preservation Officer. These mitigation measures are stipulated in a Memorandum of Agreement (MOA) signed by the Corps, the California State Historic Preservation Officer, the Advisory Council on Historic Preservation, Southern California Edison Company, and the San Bernardino National Forest.
