Cultural Resource Survey of Six Lightning Early Warning System Sensor Locations for Sandia National Laboratories, New Mexico

Summary

During April 1993, Advanced Sciences, Inc. conducted a cultural resource and threatened and endangered species survey of six proposed and existing Lightning Early Warning System (LEWS) sensor locations scattered throughout land leased by Sandia National Laboratories/New Mexico (SNL/NM). These locations were approximately 0.229 to 0.389 acres (0.091 to 0.155 hectare) each. The total project area covered by this survey is approximately 1.85 acres (0.74 hectares). This report discusses the reconnaissance performed for the six locations, inclusive of a 25 foot (7.5 meter) buffer area around each location (as well as the trench at Sensor No. 15). The threatened and endangered species report for these locations is presented as an Addendum to this report.

With the exception of Sensor No. 15, none of the proposed LEWS locations has been constructed. Sensor No. 15 has been constructed in a completely graded and compacted area. It contains a 300 foot long trench, and is connected to a power source at Building No. MO-111. The remaining five sensors are not yet in place. Each of the proposed areas have been significantly altered by construction, grading, and/or road maintenance activities. The project areas are described individually for each sensor unit within Section 7 of this report.

No prehistoric cultural resources were located by this inspection and no threatened or endangered species were located within the survey area. A single historic structure was located in association with Lightning Early Warning System (LEWS) Sensor No. 13. This structure appears to have been a U.S. Forest Service Observation Tower circa +/- 1954. This site was recorded but was not given an LA designation based on inconclusive evidence on the age of the structure. The building is at least 39 years of age, and possibly older, based on its artifactual remains, and on its appearance on a 1954 USGS topographic map. These historic remains are outside of the specific sensor location, and should not be affected by Lightning Early Warning System (LEWS) operation or maintenance. It is felt that the remaining Lightning Early Warning System (LEWS) locations do not contain significant cultural artifacts, features, or structures qualifying under National Register of Historic Places Criterion D within the inspected area.

It is recommended that cultural resource and sensitive species clearances be granted.
