Summary
This cultural resources mitigation plan was developed at the request of El Paso Corporation as part of their Pipeline Integrity Program, specifically relating to proposed improvements to the EPNG 1007 Line in Pima County, Arizona. Out of 18 proposed construction sites, five of the proposed construction sites are located within the boundaries of six archaeological sites. An additional two construction sites are located in the vicinity of known archaeological sites. El Paso is required to take into account the effects of their undertaking on any proposed action requiring a Federal Energy Regulatory Commission (FERC) blanket permit. Although most of the proposed construction will be conducted under El Paso's operational permit, El Paso has requested consultation for all proposed construction sites.
This document contains an archaeological testing and data recovery plan for a proposed pipeline replacement project within the St. Mary's Hospital Site (AZ AA:16:26[ASM]). An archaeological monitoring and discovery plan is presented for proposed construction within the other archaeological sites: AZ AA:12:300(ASM); AZ AA:12:821(ASM); AZ AA:16:6(ASM) (the Tumamoc Hill Site); AZ AA:16:51(ASM) (the Desert Laboratory National Historic Landmark); and AZ BB:13:6(ASM) (the St. Agustin Mission/Clearwater Site); and for proposed construction in the vicinity of AZ AA:12:865(ASM) and AZ BB:13:327(ASM). Additionally, a feature-specific data recovery plan has been included as part of the monitoring and discovery plan in order to streamline the process in the event of a discovery during construction.
