Summary

SWCA Environmental Consultants (SWCA) completed an archaeological survey of approximately 265 acres for the proposed construction on a detention basin along Black Wash and for road improvements along Valencia and Viviana roads. This survey was conducted at the request of CPE Consultants as part of the Clean Water Act Section 404 permitting process. All work was completed under Arizona Antiquities Act Blanket Permit No. 2006-019bl and the project was assigned Arizona State Museum (ASM) Accession No. 2006-0551.

The survey was conducted by walking parallel east/west transects across the project area and examining the ground for archaeological resources. The survey identified 10 isolated occurrences (IOs) and one previously recorded archaeological resource, site AZ AA:16:380 (ASM). Site AZ AA:16:380 (ASM) is a large, diffuse prehistoric resource procurement and processing site consisting of two loci that are separated by a moderate-size wash. SWCA recommends that site AZ AA:16:380 (ASM) is potentially eligible for nomination to the National Register of Historic Places (NRHP) under Criterion (d). Site AZ AA:16:380 (ASM) has the potential to yield important information on the prehistory of Avra Valley. Therefore, SWCA recommends avoidance of this site. If avoidance is not feasible, an agency-approved testing/data recovery plan should be implemented at site AZ AA:16:380 (ASM). The ten IOs are associated with Native American and historic Euroamerican cultures; in-field recordation has exhausted the information potential of these artifacts. Therefore, these IOs are not considered NRHP-eligible.
