Summary

In 1986, President Reagan announced his decision to begin development of the Rail Garrison basing mode for the deployment of Peacekeeper missiles. In this basing mode, Peacekeeper missiles would be deployed on trains garrisoned at specified Air Force installations. F.E. Warren Air Force Base (AFB) near Cheyenne, Wyoming, was designated by the President as the Main Operating Base and the first garrison installation. Construction of Peacekeeper Rail Garrison facilities at F. E. Warren AFB is scheduled to begin in 1991.

An Environmental Impact Statement (EIS) was prepared to address the impacts associated with the Peacekeeper Rail Garrison program (U.S. Air Force 1989), including impacts to cultural resources at F.E. Warren AFB. Eight cultural resources either listed on or considered eligible for the National Register of Historic Places (NRHP) were identified in the proposed program areas. Recent design configurations for the Peacekeeper Rail Garrison facilities have avoided one of the NRHP-eligible historic properties; however, the remaining seven NRHP-eligible or potentially eligible sites may be adversely affected. This mitigation plan details procedures for test excavations, Native American consultation, construction monitoring, and data recovery, as necessary.
