Summary

Trico Electric Cooperative, Inc. (Trico), proposes to rebuild portions of Circuits 12 and 18, which originate at the Marana Substation. The proposed circuit-rebuilding project will be funded in part by U.S. Department of Agriculture Rural Utilities Services (RUS) and will include rebuilding a portion of Circuit 12 that measures approximately 1,086 feet (0.2 mile or 0.32 km) long and a portion of Circuit 18 that measures approximately 4,113 feet (0.8 mile or 1.29 km) long. The rebuilding of Circuits 12 and 18 will involves installing new poles and anchors and replacing existing poles in place.

Trico contracted SWCA Environmental Consultants (SWCA) to conduct an archaeological survey of the project area to aid RUS, the lead agency, in complying with Section 106 of the National Historic Preservation Act and to assist local agencies in complying with their respective cultural resource preservation regulations. The proposed rebuilding of Circuits 12 and 18 will involve structures located within Pima County road right-of-way (ROW), City of Tucson, and privately held lands. SWCA archaeologists surveyed a ROW that was 1 mile (1.61 km) long x 30 feet (9.14 m) wide, covering an area measuring approximately 3.6 acres. The survey determined that the portions of Circuits 12 and 18 proposed for rebuilding are primarily within the known boundaries of AZ AA:11:12 (ASM), the Hog Farm Ball Court site, which has been determined eligible for listing in the National Register of Historic Places (NRHP). Because of the high potential for subsurface deposits, SWCA recommends that archaeological testing and monitoring should be conducted at the proposed construction locations.

This report consists of three chapters. Following this introduction, which includes a discussion of previous research, environmental setting, and the cultural-historical framework, we present the survey methods and results. This includes a discussion of the potential impacts to the site based on the proposed pole rebuilding and replacement and our recommendations for further work, including monitoring and test excavations. Finally, we present the plan for monitoring, archaeological testing, and data recovery, if warranted by the results of testing.
