Summary

The President has directed the Air Force to deploy the Peacekeeper missile system at a location near F.E. Warren Air Force Base (AFB), Cheyenne vicinity, Wyoming. The recently published Final Environmental Impact Statement (FEIS) for the Program describes the level and significance of impacts to cultural resources and specifies a series of "assumed mitigations" that the Air Force will develop and implement in order to minimize or avert such project-caused adverse effects. One of the central assumptions structuring the conclusions reached in the FEIS was that the Air Force would enter into a Memorandum of Agreement (MOA) for the Program with the Advisory Council on Historic Preservation (ACHP) and applicable State Historic Preservation Officers (SHPOs).The purpose of the CRMP is to implement the MOA between the Air Force, the ACHP, and the Wyoming SHPO. Whereas the MOA governs the protection of cultural properties during Program design and construction, the CRMP provides specific guidance on how management goals and objectives will be effected.
