Cultural Resource Analysis of the Changes to the Proposed Mead-Phoenix Transmission Project

Summary

The Western Area Power Administration (Western), Salt River Project (SRP), Southern California Public Power Authority (SCPPA), and M-S-R Public Power Agency (Modesto- Santa Clara-Redding) (collectively referred to as the project sponsors) propose to construct a 500 kilovolt (kV) alternating current (AC) transmission line with the capability to be upgraded later to 500kV direct current (DC). This transmission line will connect the Westwing substation, located north of Phoenix, Arizona, with an expanded McCullough substation, located approximately 14 miles west of Boulder City, Nevada.This project is a modification of the Mead-Phoenix ±500kV DC project that was approved in February 1986 (U.S. Department of Energy (DOE) 1986), but never constructed. The original project would have connected a proposed Eastwing terminal north of Phoenix and the Mead substation near Boulder City, Nevada. The right-of-way for the revised project will be identical to the original proposed route with the exception that the terminal points have been shifted. The revised project will extend from the existing Westwing substation, located along the transmission corridor about one mile west of the proposed Eastwing terminal, to the McCullough II substation about 13.5 miles beyond and southwest of the Mead substation. This 13.5-mile extension is along another approved, but unbuilt, 500kV line known as the Mead/McCullough-Victorville/Adeianto project.The purpose of this analysis is to review the cultural resource studies undertaken for the original Mead-Phoenix project and assess the adequacy of those studies for the revised project. The relevant studies are first identified and briefly described. The affected cultural resources are then characterized by briefly summarizing the regional culture history and the survey results. Projected impacts are then identified, and the analysis concludes with a discussion of the status of compliance with historic preservation regulations and identification of additional study requirements.
